Civil Foreman



Scope :  Reporting to the Construction Manager, the working Civil Foreman is responsible for supervising, scheduling, coordinating and ensuring the safety and productivity of a civil crew at site who install/assemble components of telecom structures and outside plant.


  • Lead and responsible to coordinate staff and resources on site as guided by the Construction Manager
  • Ensures all SKU’s are billed and logged
  • Provides coaching mentoring and feedback to the crew daily
  • Understands municipal permits and permitting regulations
  • Leads and conducts morning tailboard with entire crew present
  • Enforces safety compliance, including but not limited to job specific Personal Protective Equipment (PPE) and safe work practices
  • Assesses external and environmental factors and determines appropriate work plan
  • Communicates and takes direction from the Construction Manager on safety concerns, potential hazards, and other issues
  • Leads safety action plan in the event of an incident, completes incident reports to construction manager
  • Responsible for coordination of equipment malfunctions, ensures all safety and environmental compliance procedures are met and documented
  • Controls site, reports to Construction Manager
  • Coordinates with Human Resources to report and document all employee relation issues
  • Understands site and client specific installation practices
  • Ensures that constructed product meets approved design specifications and drawings, in accordance with project plan
  • Directs and supervises crew of operators and groundsman
  • Supervises operation of heavy equipment as required, which includes hydrovacs, horizontal and directional drills


  • Relevant provincial certification or equivalent experience
  • 3-5 years direct experience working around urban underground utilities
  • 5-10 years of experience with outside plant installation
  • CSTS (Construction Safety Training Certificate)
  • First Aid
  • Gold shovel certified in ground disturbance
  • Confined space certification
  • DZ driver’s license is an asset
  • Experience operating heavy equipment
  • Aability to operate various machinery (asset)
